Shagan, Chagan (Kazakh: Shagan, formerly Semipalatinsk-4) is an urban-type settlement in the Zhanasemey district of the Abay region of Kazakhstan. It is the administrative center and the only populated area of the Chagan village administration.

Zhanasemey district (Kazakh Zhanasemey audany) is an administrative-territorial unit within the Semipalatinsk district, East Kazakhstan and Semipalatinsk regions, which existed in 1928-1930, 1938-1957 and 1966-1996. Since 2024 - part of the Abay region of Kazakhstan.
