Happy Diwali Cartoon Animation with Decorated by Blinking Lights
You can decorate a cartoon animation with blinking lights. First, download a picture and insert it into a PowerPoint slide. Then, design the picture by adding blinking lights. Save the file in MP4 video format. Next, open your cartoon animation software and upload the video file. Add scenes, insert characters, and use your own voice, music, or text-to-speech as you like. I used the free version of Animaker, but I’ve reached the usage limit, so I can't create additional cartoon animation movies.
