There's a certain way that Hideo Kojima writes most of his protagonists. Just because a character speaks more, doesn't mean they're genuinely contributing to a scene. Several of Naked Snake's lines are reactionary lines that don't add anything to any given scene.
Rather, they're created for the sole purpose of other characters relaying mission information or massive amounts of exposition.
The moments in which Naked Snake schools Ocelot, geeks out about guns, and reveals more about who he is, as a person, are too few in between the meaningless reactionary fluff. It wasn't until MGS: Peace Walker that Naked Snake TRULY began to shine as a protagonist, and as a separate entity from Solid Snake.
