The Training Console requires an AI persona core, Microelectronics research, and a moderate amount of power.
The console is capable of training the following skills:

Construction (+ Repair)
Cooking
Crafting (+ Smithing, Tailoring)
Growing
Medicine
Melee
Mining
Research
Shooting
Social
This should be compatible with all other mods and current saves.
