A: you have another sql server running, you can shut it down by uninstalling mysql or press CTRL+ALT+DELELTE and go to processes tab, and shutdown mysqld-nt. Now, start 'start background' again.

A: make an account manually: download sqlyog, and connect to the database with root as user and root as pw, and go into the 'characters' database. Right click on accounts and choose view data. Add an account.
