Can i3 3220 survive the Night City?

Not very playable on the i3. But if you have a better CPU, it can definitely run above 30 on GTX 1050 Ti.

Specs:
GPU: GTX 1050 TI
CPU: i3 3220
RAM: 8 GB

Verdict:
The game is clearly very CPU heavy. Even if it wasn't, it is very heavy on the i3 3rd Gen. Even if GTX 1050 Ti could put some fames together, without a strong CPU, even 1050 Ti can't do anything. Thus the horrible frame-time graph, a lot of stutter and FPS capped at 30 even without V Sync.

*More FPS without recording(not a lot)*

Performance Tips:
For weak CPUs:
1. Lower Crowd Density first; it’s one of the biggest CPU levers.
2. Reduce Shadows, Volumetrics, Ambient Occlusion, and Screen‑Space Reflections.
3. Disable film grain, motion blur, depth of field; they add overhead and reduce clarity.
4. Close background apps; prefer full‑screen exclusive; enable Game Mode; use High Performance power plan.
5. Lowering those settings will free CPU from stress. Also optimizing it on windows.
6. Keep LOD High, but Mirror Quality Medium. Small CPU cost, preserves visuals.

For GPU(when graphics card is the limiter):
1. FSR→ Performance/Balanced at 1080p; go 900p/720p if needed.
2. Lower texture if you have smaller V-Ram.
3. Keep anisotropic filtering low. Small FPS gains.
