Okay so in my last video I explained Gov(The US federal government-) more but anyways let's say North America(Minus the US) had over heard of a Convo UN had with someone and they recorded it but the thing is they shouldn't know.. They made the mistake of telling America who in return told UN and then gov so America and gov worked together to make it so the recording doesn't work but they still tried and since gov is a ghost he would spy on them as well as record them and then he'd tell America and her kids
