**NEEDED CAPTAIN AMERICA BUFFS**
LIBERTY RUSH "BUFF" - this move should work similar to Thor's "Storm Surge"
1. Damage Should be increased to 50 from 30. Thor's base storm surge hits for 40 and can be charged up to 60 and can be used multiple times with only a 1 sec cooldown.
2. Liberty Rush should have CC properties, capt should push back enemies he rushes into, like thor.
LIVING LEGEND "BUFF" - Shield Needs to be a bit more reliable
1. Increase Shield health to 500 from 400. Punisher is able to put out 500 damage with one clip, Capt's Shield should atleast be able to survive one clip from punisher.
2. If Shield has not been destroyed it should not have a cooldown to put it up and take it down, similar to how strange is able to until his shield is destroyed.
FREEDOM CHARGE "BUFF" - Charge Should Make Him Stronger
1. Freedom Charge should grant Capt a 10% damage boost. Honestly thought it did this one already.
