Many are cautiously optimistic new juvenile justice laws will make an impact
Friday was the start of new juvenile justice laws in Maryland after years of calls for change.
Now kids between the ages of 10 and 12 years old can face charges for handgun violations, third-degree sex offenses, and aggravated animal abuse.
