This is a very standard 'Loop and Go' back end on a windsurfing boom. Most look like this or work extremely similarly. You can tie a granny (simple overhand) or figure of eight knot (with extra loop round from a granny) just to stop the rope from pulling through at each end. You leave a bit out the end above the cleat so you always have something to grab!
My finger and thumb represents the eyelet on the clew of the windsurf sail. You simply pass the loop of the inhaul through it, and over the plastic 'pulley' section to give you the mechanical advantage of a 2:1 pulley system.
