Use:
Background
-Extract file into Internal---DraStic---backgrounds
-Open DraStic and run any game
-Tap pause menu and go to Menu
-Choose Edit Screens and Virtual Pad
-Choose your desired Layout
-Tap Menu then Set background image
-Choose any background you want
-Tap Save as global Layout
-Tadaaaaa!!

-Extract file into Internal---DraStic---virtual_controller
-Open DraStic and tap change option
-Choose Virtual Gamepad and change your controller skin
