Best part about this is, you don't need any constellations for Raiden AND it's the strongest hyperbloom variation in single-target as of 3.3. The amount of front-loaded damage is just insane. C0 Raiden works the same because Hyperbloom damage is based on the EM of the unit triggering the reaction i.e the Sakoku Decree creator herself.
