Baking soda only works in an acidic environment—it needs to be quenched (vinegar, lemon, kefir, etc.).
Baking powder is a mixture of baking soda, citric acid, and flour/starch. You can simply add it to the dough, and it will begin to act upon the liquid.
How to substitute?
1 teaspoon of baking soda = 3 teaspoons of baking powder (1 tablespoon).
