DCUO: Earth Tank PVE Loadout
This load out is specifically designed for higher tier content tanking and requires the use of a speedster power tree move which means it is unfortunately not possible to use this exact load out if you are not super speed, I do however offer a suggestion of a replacement to this power if you do want to try this load out.
