Yes it purifies the water. Rain Collector Barrels (Metal Drums) are used to collect rainwater and can be connected to a sink, shower, bath, or toilet.
Find a sink, remove with a pipewrench or wrench to be able to pick it up.
Re-Install the sink on top of a crate, counter, ect.., it needs to be enclosed to be able to plumb it.
Build stairs up to the second floor.
Build a rain collector barrel one level above in one of the 9 tiles.
Place down the sink & plumb using a Pipewrench.
Enjoy Pure Water: after the rain or filling the rain collector.

Alternate method is to build Stairs:
Crafted with 8x Nails and 8x Wooden Planks. A carpentry level of 6 is required to build. When stairs are built there is one tile of plank floor attached to the top so you can progress to the next level and not immediately fall off.
