How to fix video capture is not available for your system at this time [Raptr]

Occasionally, Raptr will scan your system to determine whether it can be used for Hardware Encoding, Software Encoding, or is disabled. If while it was running this test, you were doing other activities on the PC (especially strenuous activities like running a game) it may severely affect the test and determine that your PC is unable to use GVR. You can change the results of the test by changing a value in the Raptr.cfg file.

To do this:
1) Close down Raptr/AMD GE
2) Press the Windows key + R to get the run command box up
3) Type %appdata%\raptr and press Enter
4) Locate raptr.cfg
5) Open it in Notepad/Wordpad
6) Look for a line labeled "iqs_index = #"
7) If the number it equals to is not "50", you can change it to "50" and then save the document.
8) Reopen Raptr and check to see if Record/Replay are able to be changed.

If the value is already 50, the line "iqs_index" does not appear and your Record/Replay is still disabled, create a ticket regarding the issue.

Do not attempt to add the "iqs_index" line in the Raptr.cfg file if it is not there to begin with. Users who do not have the "iqs_index" line in the raptr.cfg file more than likely meet the qualifications for hardware encoding, but there may be another issue causing the GVR to be disabled.
