Priority 2030 program
Priority 2030 — the largest Program of state support to universities in the history of Russia. It is aimed at improving global competitiveness of Russian science and higher education, at increasing the contribution of the program’s participants in the social and economic development of the regions, at educating highly-qualified staff, and at making good-quality higher education available in the regions.
The Program was initiated by the Ministry of science and higher education of the Russian Federation. It was launched on June 24, 2021 and will last until 2030.
Key goals:
• Improving Russia’s global competitiveness in higher education, science, and technology
• Transforming the existing approaches to higher education and building a large group of Russian universities successfully competing with world-class universities
• Promoting the best practices in research, educational, and innovation activities
• Increasing universities’ contribution in the social and economic development of the regions
• Performing breakthrough scientific research, designing and developing new high technology and knowledge-intensive products, introducing them into the economy
• Integrating universities’ educational process and research, technological and innovation activity
• Educating staff for high-technology domains of the economy
• Providing availability of good-quality higher education and scientific work in the regions
One of the opportunities for participants of the Program is to form consortiums with other universities, scientific organizations, and companies in the real sector of economy and the social sphere. This form of cooperation is one of the primary trends in the programs of higher education and science development in the leading countries of the world.
To improve global competitiveness of Russian universities, additional selection for extra grant be will be held among the participants for further development in:
• leadership in research – performing breakthrough scientific research, developing knowledge-intensive products and technology, and growing the staff potential of the R&D sector;
• leadership in the territory and/or in the economy domain – social and economic development of the territory, reinforcing the staff and technological potential of companies in the real sector of economy and the social sphere.
