This document, published on April 20, 1992, was signed by representatives of 70 communist, workers', and progressive parties from around the world who had arrived in Pyongyang for events commemorating Kim Il Sung's 80th birthday. After the collapse of the Eastern Bloc and the collapse of the USSR, it was the DPRK that declared that it was possible and necessary to recover from its defeat and launch a decisive attack on capitalism.
