Avermedia RECentral screws up with CPU boosting
If you install RECentral, AMD Ryzen CPUs will stop boosting past their all-core boost frequencies. This behaviour is solely caused by installing RECentral (it's got nothing to do with power plans, chipset drivers, BIOS settings, etc.) and uninstalling it does not solve the issue. If someone with arcane Windows knowledge would like to peek under the hood to figure out what sort of obscure API call or registry stuff RECentral is making to cause this... let me know!
