Because America, in general, doesn't like teachers and educators. We try and restrict them as much as possible, whether through their paycheck or their curriculum, so we can bitch and moan about the low quality of education in the country. This leads to increased crime, lower-wage jobs, and greater susceptibility to bullshit from media, politics, and religion...all of which directs tax dollars towards police budgets, military recruitment, for-profit prisons, and exploitative mega-corporations.
