Make my first map in QGIS

Start by downloading QGIS and Inkscape. Download GIS data, learn how to create new layers and digitise new GIS data. Learn how to GIS clip data to the boundary extent you need.
Finally learn how to represent the GIS data and export the map in the QGIS map composer.
