Burning of a candle needs continuous supply of oxygen present in the air.
By covering the candle with a jar, the supply of oxygen gets cut and as there is only limited quantity of oxygen left the candle burns for a moment then goes off completely.
Since there is no oxygen left in jar , then no combustion will takes place and the candle will blows out.
