Despite its strong talent base and vibrant innovation ecosystem, Europe’s digital competitiveness is lagging. Only 8% of SMEs currently trade across borders. The Draghi report warns that the EU may be losing up to 10% of GDP potential due to regulatory complexity. Overlapping laws, red tape, and inconsistent enforcement are holding back growth and undermining Europe's global standing.
To win, and to help digital businesses scale confidently across the Single Market, Europe must reset the code, streamlining rules and enforcing them fairly and consistently. This is not a call for deregulation or reopening established frameworks. Rather, it is a push for smarter, clearer, and more coherent rules.
