How, sixty years after its defeat, Japan has once again become one of the world's greatest military powers despite its pacifist constitution.
Today, Japanese politics is like a ship without a captain adrift in the Pacific. Japan is suffering and questioning its position in the current of international politics after the Cold War.
The country has been demanding political recognition commensurate with its economic weight. It is seeking a seat on the United Nations Security Council, of which it is the largest financial contributor, and it fully intends to obtain it. Japan wishes to contribute physically to global conflicts, but its Constitution prohibits this participation.
Article 9, a symbol of the country's post-war moral renewal, imposes a principle of non-belligerence. Yet, Article 9 did not prevent Japan, as early as 1954, from creating its "Self-Defense Forces" at the instigation of the United States. Since then, Japanese military power has steadily grown, fueled by the fervor of neo-nationalist groups. In 2008, it numbered 250,000 soldiers, and its military budget ranked fourth in the world. To address this contradiction and assert its standing on the international stage, Japan has undertaken to revise its Constitution. But Japanese public opinion is deeply divided. Using American and Japanese archival footage, the film retraces the historical events that led to the drafting of this "pacifist clause" and its rapid challenge.
By retracing sixty years of the country's political, economic, and military "renaissance," this documentary takes us to the heart of the growing contradiction between institutions and reality, and analyzes the underlying motivations of the neo-nationalists who, even within the government, are demanding the "right to war."
