Staryu's FORBIDDEN Moves
Staryu was introduced in generation 1 of Pokemon [Red and Blue]. Breeding was added in the following generation [Gold and Silver], which gave most Pokemon access to new egg moves that they couldn't learn otherwise. Staryu is programmed to get some egg moves, but it can never actually learn them.
