UPDATE: looking to download Hazel and the other non-English voices (except Lili) but can't figure out how? No problem, just install these language pack speech platforms in the settings app.

Edit (09/01/2017): I notice a lot of people are having a problem where LH Michael and LH Michelle are not showing up in the Windows Control Panel. You most likely have the 64-bit version of windows, so you get the 64-bit control panel. The voices for Michael and Michelle are 32-bit only. To fix this issue, go to your run box and type the following (without quotes): "%windir%\syswow64\speech\speechux\sapi.cpl" Hope this helps the problem most of you are facing.
Edit (02/18/2017): Yes, I did just realize that Microsoft Heera was missing from this list of voices. However, that is technically not my fault as I have had the voice in my list, but after a little while it somehow disappeared from the list. This is the only Microsoft Voice that I am missing in this section of tts voices. However, don't get too worried, because my mobile section still includes Microsoft Heera.
Edit 2 (02/18/2017): Do not try installing Microsoft Eva on Windows 8.1 or earlier. It will not work. This appears to be the only Windows 10 voice that has been specifically designed for Windows 10 only. You have been warned.
Edit 3 (02/18/2017): All of my SAPI 5 voices on my host computer (Windows 8.1). No longer work. I was going to redo this all TTS Voices series with my Windows 8.1 host, however, every SAPI 5 voice appears to not be working for some reason. I think what happened is I had decided to install some Non-Microsoft voices. Unfortunately, that put me at a consequence. The last time it worked, I had Microsoft Sam, Mike, Mary, Anna, David, Hazel, Zira, Michael and Michelle. However, between installing ModelTalker Jake from http://www.grossgang.com/tts/sapi_voi... it appears as though after I selected that as the default voice in Narrator and between the time when I installed the RHVoice voices and engine as well as the language pack from the link above, it somehow just hangs there. No errors on the voices except for LH Michael, LH Michelle, and Microsoft Sam. However, they will just simply freeze upon selecting the voice that is not one of those three in control panel. They also do not work on any other SAPI 5 supported applications like NVDA and TypeIt ReadIt. It appears that my entire SAPI 5 Speech Synthesizer has been damaged. I have tried using the SAPI 5 repair tool and it found some missing items in the registry editor at HKEY_LOCAL_MACHINE\SOFTWARE\MICROSOFT\SPEECH\PhoneConverter and below that, some values within the English, French, and some other keys that I can't remember appear to have been deleted or corrupted. I did hit repair, however, it failed to repair. Even the default voices that came with Windows 8.1 do not work whatsoever. As such, only my Microsoft SAPI 4 Speech Synthesizer is currently working. Now, I did uninstall all of the RHVoice and ModelTalker software and voices, however, it did not resolve my problem at all. If anyone knows how to fix this problem, please mention something in the comments.
Edit 4 (03/12/2017): My SAPI 5 synthesizer is finally working again after installing TextAloud.
Download links for the older TTS Voices will be provided here. Other voices require that you download the according language pack. However, Microsoft Eva is a hidden voice for Windows 10, and therefore can only be used if you edit the registry or download the .reg file from the website. Please note that it appears that Microsoft Eva seams to only work with 64-bit, while LH Michael and LH Michelle seam to only work with 32-bit. Every other voice has no 32/64-bit issues. You can use the 64-bit version of Windows, but you will need the 32-bit version of an application to use LH Michael and LH Michelle, as seen between the difference of the 32-bit and 64-bit control panel applets here.
