Liberal Senator Sarah Henderson says the leadership of Victorian Premier Daniel Andrews is now “under threat” following the state's Belt and Road deal with China and his latest coronavirus health order announcement which is “absolutely draconian”.

Victoria will introduce a public health order on Monday which will prohibit people from returning to their workplace if they have been working from home throughout the coronavirus crisis.

Premier Daniel Andrews announced businesses would face hefty fines for breaching the order as health authorities warned the risk of a second wave was too great to allow people to return to work.

Mr Andrews said public transport could only operate at 15 per cent due to social distancing measures and heavy congestion on state roads was not a viable option.

Ms Henderson told Sky News host Peta Credlin Daniel Andrews has implemented “absolutely draconian fines” and is now facing “so much internal strife” over the order and the state’s signing up to the Belt and Road Initiative with China.

“I just cannot believe what we are seeing from Daniel Andrews now,” she said.
