To create a simple animated GIF with color changing effect in Photoshop, follow these steps:

Open Photoshop and create a new document with the desired size and background color.
Create a new layer and draw a shape with the desired color. You can use the shape tool or draw it with the brush tool.
Duplicate the layer by pressing Ctrl+J
Change the color of the duplicated layer by selecting it and then clicking on the color swatch in the toolbar to choose a new color.
Repeat steps 3 and 4 to create more color variations of the shape.
Open the Timeline panel by going to Window -Timeline.
Click on the "Create Frame Animation" button in the Timeline panel.
Select all the layers in the Layers panel and click on the "New Frame" button in the Timeline panel to add them to the animation.
Select the first frame in the Timeline panel and hide all the layers except for the first one by clicking on the eye icon next to each layer.
Set the duration for each frame by selecting it in the Timeline panel and entering a value in the "Delay" field.
Preview the animation by clicking on the "Play" button in the Timeline panel.
Save the animated GIF by going to File - Export -Save for Web and choosing the GIF format. Make sure to select "Looping Options" and set it to "Forever" if you want the animation to repeat continuously.
