You will find the Pilgrims Library just after the Great Pumps Quest. Make sure to explore that whole area as the Pilgrims Library is hidden away in the corner of this zone!
Once you reach the Library you will see a huge structure, head over to it and Sing to unlock Shanor's Hammer.
