Walkthrough - montage in The New Order mod for Hearts of Iron 4 with the Second West Russian War submod for Samara Octane. The brainchild of vague post-war plans, the Russian Liberation Army, or ROA, was conceived as a temporary collaborationist militia. Led by General Vlasov and a group of Red Army defectors, the ROA was intended to help legitimize German control of the Republic of Muscovy until the Russians were driven east or completely exterminated. The West Russian War in the 1950s changed all these plans. Expanded and reinforced by desperate Germans, the ROA was intended to delay the resurgent Red Army. The collaborationists resisted the advance with surprising courage and soon discovered that they had advanced eastward. By the end of the war, Vlasov and his men were able to control territories, independent of the Reich's orders. Germany declared the ROA leadership a rebellious rabble. All these years, the collaborationist leaders have spent in agonizing anticipation: some hoping for redemption; others wishing to create a sovereign empire on the lands of Western Russia and expand its borders.
