1) Sometimes it's easier to simply replace the board, rather than spending hours scraping, sanding, filling, caulking and painting the board. Especially if the wood is old and the paint will likely fail within the next few years.
Simply remove the board using a hammer and pry bar and purchase a new board. The new wood will likely hold the paint coatings a lot longer than painting old boards.
2) If the window board is still in good shape but badly flaking on one side, consider flipping the board around. This saves hours of preparation, provides a clean side of the board that will likely accept the primer and paint to hold for a lot longer, and reduce the risk of being exposed to harmful toxins that could be in the previous paint coatings. Plus it reduces the chore of cleaning up millions of scattered paint chips on the ground.
