More precisely, this error is also known as "The code execution cannot proceed because Steam_api64.dll was not found". This is an error which makes Steam not launch the game. Press the WINDOWS key or click on the WINDOWS icon

Open the Steam folder
Delete all of the files inside the Steam folder

Write: Run
Click on Run
Write: steam://flushconfig
Click on OK

Open Computer
Open Drive
Open Program Files (x86) [Unless you installed Steam on a different folder]
Select the Steam folder
Right-click it
Click on Properties
Uncheck the option "Read Only"
Click on Apply
Click on OK

Open Computer
Open Drive
Open Program Files (x86) [Unless you installed Steam on a different folder]
Select the Steam folder
Right-click it
Click on Properties
Click on Security
Click on Edit
Click on Users
Check "Full Control"
Click on Apply

Open the Steam folder
Delete all of the folders with the exception of "steamapps"
Delete all of the files with the exception of the Steam application executable
At the end, the folder should only have the steamapps folder and the Steam executable

Open the Internet
Search for "Microsoft Visual Redistributables"
Open the page
Search for the most recent version
Download the x86 and the x64 files
Run the x86 installer
Click on "Install" or "Repair"
Restart the computer
Run the x64 installer
Click on "Install" or "Repair"

Press the WINDOWS key or click on the WINDOWS icon
Write: Windows Security
Click on Windows Securityy
Click on Virus & Threat Protection
In Virus & Threat Protection Settings, click on Manage Settings
Scroll down
In Exclusions, click on Add or Remove Exclusions
Click on Add an exclusion
Select Folder
Choose the Steam folder
Click on Select Folder

Open the Steam folder
Select Steam
Right-click on Steam
Click on Properites
Click on Compatibility
Check the option "Run this program as administrator"
Click on Apply
Click on OK

Open Steam
In the top-left corner of the screen, click on Steam
Click on Settings
Click on Downloads
Scroll down to see more options
In Steam Download Cache, click on Clear Cache

Open Steam
In the top-left corner of the screen, click on Steam
Click on Settings
Click on Storage
Choose the drive in which you have your games installed
Click on the three dots: ...
Click on Repair Library
