Robert Kagan, an American neoconservative scholar, is known for his critical stance on U.S. foreign policy and strong advocacy for liberal interventionism. When looking at current conflicts in Eastern Europe, you may wonder who has history on their side. According to Robert, Putin is the one with history on his side.
