It's basically a headcanon (more like fanon) design of the character amongst the fandom, please keep in mind that we're only talking about the FICTIONAL character, and not Tomska.
However, Tomska himself has mentioned that he really likes the design.
I think it's a good way to separate him and the character since he has left eddsworld
I also already made a lame explaining video (where there Tomska can be seen talking about the design)
