How to grant access to use Lightning Console Apps. To access and use a Lightning console app, you must create a permission set with the Lightning Console User permission, then assign this permission set to the users.
Thanks to my teammate, Tom Castro, we found that a separate user or Org license isn't required to give users access to Lightning Console Apps!
