The presentation:
The title "European Union Energy Performance of Buildings Regulations 2021 S I 393 of 2021", hosted by The National Building Control & Market Surveillance Office and Presented by Edel Murray, Advisor in the Built Environment Advisory Unit of the Department of Housing, Local Government and Heritage.
This webinar outlines the requirements of the European Union (Energy Performance of Buildings) Regulations 2021 (S.I. No. 393 of 2021) which transpose Article 8(1(in part), 2, 3 and 5); Article 14(4); and Article 15(4) of amending Directive 2018/844 of the European Parliament and of the Council on the energy performance of buildings. A summary of the requirements is listed below:
• Requirement to install self-regulating devices.
• Requirement for new buildings and buildings undergoing major renovation with more than 10 car parking spaces to install electric vehicle recharging infrastructure.
• Requirement for existing non-residential buildings with more than 20 car parking spaces to install at least one recharging point.
• Requirement for existing non-residential buildings to install Building Automation and Control systems (BACs) in existing non-residential buildings with heating and air-conditioning systems, which have an effective rated output above a threshold of 290 kilowatts.
Directive 2010/31/EU of the European Parliament and of the Council on the energy performance of buildings, and amending Directive 2018/844 of 30 May 2018, set requirements at an EU level for Member States to improve the energy performance of buildings and to make an important contribution to the reduction of greenhouse gas emissions, including also installation of appropriate infrastructure to enable the installation of recharging points for electric vehicles.
In order to comply with Article 8 of Amending Directive 2018/844 member states are required to ensure:
• that appropriate infrastructure is installed to enable the installation of recharging points for electric vehicles for new buildings and existing buildings undergoing major renovation with more than ten car parking spaces; and
• the installation of a minimum number of recharging points for electric vehicles for all non-residential buildings with more than twenty car parking spaces by 1 January 2025.
In addition, under Article 8, self-regulating devices are required to be installed in new buildings for the separate regulation of the temperature in each room or, where justified, in a designated heated zone of the building unit. There is also a requirement for these devices to be installed in existing buildings where heat generators are replaced, where it is technically and economically feasible.
Under Articles 14(4) and 15(4), member states are also required to install Building Automation and Control systems (BACs) in existing non-residential buildings with heating and air-conditioning systems, which have an effective rated output above a threshold of 290 kilowatts, by 31 December 2025, where it is technically and economically feasible.
