High tide (E) provides the versatile ability to bend with the many openings of the sites, able to provide cover where other agents would have to expand most of their smokes. If you do not curve this skill, Viper would be a much better option, since her Toxic Screen (E) goes further and longer.
Cascade (C) feels more useful as compared to other maps as many of the sites opening are able to be completely covered.
Harbor's ultimate, Reckoning (X) is able to cover all the sites fully, since the sites are considerably small.
