its on the space station ucn-48 hovering around planet muphrid IV can 100% confirm it will always spawn here in ng+ and on new characters.
there are 10 of these, if you see any around say something in the comments as to where it is ((or make a video that prob would be preferred)) its likely 2 or 3 of them are only in rng dungeons, but the few i have found are from main story quests and a few bounty dungeons, just keep your eyes peeled
