In case you didn't get the joke, like previous titles, most hand models are so low poly that they don't have individual fingers, but gang members randomly do gang signs which trigger them to get their original hand model deleted and replaced with a higher quality hand model with fingers so they can do different gang signs.
You can trigger this yourself by aiming your camera at recruited GSF members in-game.
