Dolinsky Pulp and Paper Mill. In 1905, the village of Ochiai was annexed by Japan. In 1911, a railroad was built north from Toyohara (Yuzhno-Sakhalinsk), passing through Ochiai. By 1915, the village had a population of 250, but after the construction of the paper mill, the population increased significantly, reaching several thousand. In August 1945, Soviet troops liberated southern Sakhalin, and it became part of the USSR. In 1946, the Dolinsky District was formed. The Dolinsky Plant became one of the largest paper mills in the USSR, producing various types of paper for the entire country. Today, the plant is closed, leaving only the boiler house, which heats the city in the winter.
