Creepiest PreBuilt Level 1 - 20 BBEG in PF2e
Look, Mindflayers, Beholders, and so many other aberrations and monsters beyond comprehension are messed up. But NOTHING creeps me out more than Dark Fey monsters, who laugh and have a jolly and inducing terrors because it gives them purpose.
This is one of the worst offenders I have ever bore witness to in a Monster Manual and Bestiary.
