Arkk, before the incident was the councellor, and proprietary of the main prison of Herrengard's First District.
Normally, the prisoners are held lightly in terms of importance, yet not long ago, the Herreni Council decided to classify a case.
It is unknown why a person would be held in such high regard in this prison.
