How does changing the moment of inertia affect angular velocity?

Simple explanation how angular velocity can be increased just by simple changing moment of inertia.

Moment of inertia is dependent on mass and distance from axis of rotation. In this example only the distance from axis of rotation is being changed, mass remains constant.
