This is a common one in flipped homes. Usually, I see hot and cold backward, cartridges and/or handles improperly installed, loose/improperly installed shower heads and tub spouts, etc. In this case (also common), the hot water coming out is not nearly hot enough for a shower, and likely, the hot water limit stop isn't properly installed. Flippers gonna flip, so make sure you hire a flippin' highly qualified inspector.
