Many times we think, and it's a quite popular idea, that muzzles are for aggressive dogs only.
That's not true, muzzles are used for many things..in our case, Mulder loves scavenging and to prevent he eating something dangerous (anything could at one point be it)
Muzzles could be scary for them, introduce them slowly
