I've dubbed it the "Spanish merging lane" (this rule is common in Spain and Portugal). Normally, when turning left, you make a wide arc to comply with the rule to drive on the right outside of cities and end up back in the far right lane. Here, however, that's not the intention, or even prohibited. To reduce waiting times, they've devised a system for left turns that shortens these waiting times (see the video). But be careful, this rule is often poorly signposted and can quickly lead to incorrect or dangerous behavior.
