Here is the steps --
run-gpedit.msc-Computer Configuration--Administrative Templates-Network-QoS Packet Scheduler
Limit reservable bandwith-Enable- Now set the Bandwidth limit(%)-0
apply-ok

Now open CMD run as administrator
gpupdate /force

and

ipconfig /flushdns

restart the pc.
