The paper "Universal Time and the Velocity of Light", authored by Parry H. Moon and Domina Eberle Spencer, being presented at the 1st Natural Philosophy Alliance Conference in 1994 by Domina Eberle Spencer.
I was curious to learn what she had to say so I added the subtitles to the lecture and tried to improve the sound quality. I hope it helps you understand. I don't pretend that I get all of what it but I think there is something here worth pursuing.
