-A prebuilt crap PC is usually not expensive on sites like ebay, just make sure a new CPU for that specific socket isn't too expensive
-You have to be a bit lucky nowadays to find a cheap graphics card that performs about the same as a GT 1030 - I wouldn't recommend buying any cards performing ~10% worse than a GT 1030
