Use Cortana within any Country for Windows 10
Notes: While Cortana's native language is English, she's not limited to just that. She is able to understand and speak in other languages too. For each of the languages she knows, she is able to adapt not only her voice and speech style, but also the information she offers to her user: things like news, movies, sports or even stock exchanges. The question is how can you configure her to speak a different language from the language she arrived with. Read our tutorial to learn all the steps required:
What Languages Does Cortana Understand And Speak
While Cortana will surely learn new languages over time, for now she is able to understand and speak the following seven languages:
American English
British English
German
Italian
Spanish
French
Mandarin Chinese
How To Change Cortana's Language
You might be tempted to think that changing Cortana's language is an action you could do from its Settings. However, that would be a wrong assumption. Cortana speaks the same language your Windows 10 operating system is set to use. So, in order to make her speak another language, you'll have to configure your Windows 10 device to use a different language.
Also, you should keep in mind that, for now, you can only use one of the Cortana supported languages we've shown you in the previous section of this guide. To exemplify the steps of this process, we're going to make Cortana speak French.
Without further ado, let's begin: start by opening the Settings app.

Once you've opened Settings, click or tap on Time & language.

In the Time & language window, select Region & language from the list on the left.

On the right panel, select France (or any of the countries where the Cortana supported languages are spoken) from the Country or region section.

Then, in the Languages section, click or tap on the + Add a language.

Locate the supported language you want Cortana to speak, and click or tap on it.

If the language you chose is spoken in more than one country, on the next screen select that language's country of origin. For example, in our case, as we are trying to set Cortana to speak French, we should select France. Choosing Caribbean French or Belgian French wouldn't do it.

Once you've selected the language, Windows 10 will promptly notify you that it's adding new features. In fact, Windows 10 downloads and installs the language pack you've chosen.

After a minute or two (depending on your Internet speed and computer performance), the process is ended and the new language is ready to be used on your device. You'll know when that is true, if you see the new language displayed in the list of available languages.

Once the language pack is installed, click or tap on it and set it as default.

Then, click or tap on it again and select Options.

On the Language options screen, download the Speech files available for the new language.

Now wait for Windows 10 to download and install the Speech files.

When the Speech files are ready to use, click or tap on their Settings button.

This action will take you to the Speech section of the Settings app. In the Speech language area, choose the language you just installed - the one you want Cortana to speak.

If you're not a native speaker for the language you chose, you should also select the Recognize non-native accents for this language option.
